CRRSA Act Student Aid
Program Overview
Under the ARP, Christopher Newport University received federal grant funding for the purpose of providing emergency financial aid grants to students to cover any component of their cost of attendance or emergency costs related to coronavirus (such as tuition, food, housing, health care, and child care).
Institutions may pay emergency grants to a student’s outstanding institutional charges, if they receive written or electronic affirmative consent to do so. Agreeing to apply the grant to institutional charges cannot be a condition of receiving the award. If a student does not wish to apply the funds to their institutional charges, grants must be provided directly to students.
Emergency grants will not be considered as estimated financial assistance (EFA), and will have no effect on a student’s current aid package. They also will not be considered taxable or untaxed income for the FAFSA in upcoming aid years.
Eligibility Requirements
The ARP stipulates that institutions must prioritize students with “exceptional need” when awarding their emergency grants. As of September 30, 2021, Christopher Newport has not yet determined the definition of exception need for grants made to students under ARP funding.
Awarding Procedures
As of September 30, 2021, Christopher Newport has not yet begun distributing grants to students. Awarding procedures are under development, and awarding will begin when funds are fully accessible and awarding plans have been put in place.

Introduction
On March 11, 2021, the president of the United States signed the American Rescue Plan (ARP), which provided emergency relief funds to organizations and individuals affected by the coronavirus pandemic. The Higher Education Emergency Relief Fund III (HEERF III), found in Section 2003(a)(1) of the ARP, provides funding to institutions of higher education “to prevent, prepare for, and respond to coronavirus.” As a result of receiving this funding, Christopher Newport is required by the U.S. Department of Education to update the information listed below no later than 10 days after the end of each calendar quarter (September 30, December 31, March 31, June 30) thereafter, unless the secretary specifies an alternative method of reporting.
Acknowledgement of Funding and Certification
Christopher Newport was not required to submit a new application or certification to the U.S. Department of Education to use these funds. In keeping with the terms of the certification, Christopher Newport will use no less than the minimum required amount ($3,683,658) received under Section 2003(a)(1) of the ARP to provide emergency financial aid grants directly to students.
Total Emergency Grant Funding
Christopher Newport University will use $3,683,658 in HEERF III federal grant funds for the purpose of providing emergency financial aid grants to students “for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.”
Funds Distributed to Date
As of September 30, 2021, Christopher Newport has not yet begun distributing grants to students. Awarding procedures are under development, and awarding will begin when funds are fully accessible and awarding plans have been put in place.
Student Eligibility
The Coronavirus Response and Relief Supplemental Appropriations Act requires institutions to prioritize students with “exceptional need.” As of September 30, 2021, Christopher Newport used not made a final determination on how exceptional need will be determined for the purpose of awarding HEERF III grants to students. When funding is available and student eligibility and awarding procedures have been determined, students who may qualify will be notified of their potential eligibility.
Methods Used to Determine Which Students Receive Emergency Grants and How Much
Christopher Newport has not yet finalized methods for awarding grants to students. Determinations of eligibility and grant amounts are in development.

Students will receive notifications informing them of their potential eligibility for an emergency relief grant upon the final determination of criteria and awarding procedures.

The CRRSA Act requires institutions to prioritize students with “exceptional need.” Christopher Newport prioritized students in tiers of need based on their Expected Family Contribution (EFC) as calculated by the Free Application for Federal Student Aid (FAFSA). Some students received a block award based on their EFC and being enrolled full-time in the spring 2022 semester. An application was made available for all students who received less than they needed or who did not receive a block award to request emergency grant funds.
Methods Used to Determine Which Students Receive Emergency Grants and How Much
Students were evaluated for block awards based on their EFC as calculated using the FAFSA. Remaining funds were distributed to students based on an application for funding. Applications were reviewed and awarded with consideration to submission date and level of need.
